The office of the Accountant General of the Federation (AGF) says it is upgrading the Government Integrated Financial Management Information System (GIFMIS) to ensure payment of December salary before Christmas.

The Director of Funds in the office, Mr Mohammed Dikwa, stated this in an interview with the News Agency of Nigeria (NAN) on Wednesday in Abuja on the sideline of a one-day workshop on the Treasury Single Account and e-payment/collection.

Bomb Scare Rocks Ebonyi NYSC Camp


The end-of-camping parade for the 2015 Batch B stream two National Youth Service Corp, (NYSC) members deployed to Ebonyi State was Wednesday put off following a bomb scare at the camp ground.
The parade was scheduled for the Old McGregor College orientation camp Afikpo, Afikpo North Local Government Area of the state.

But there was then panic and tension at the camp ground when security operatives raised the alarm of suspected explosive device in the orientation camp which prompted corps members and officials of the scheme to scamper for safety.

The security operative attached to the camp ground combed the hostels of the corp members looking for a possible place the device was hidden.
A corps member said apprehension heightened in camp when some unknown faces were seen coming into the camp ground during the camp fire night.

Following reports by some corps members that unknown faces were seen entering Aso Rock Hostel, the security operatives had to searched thoroughly for the device in the hostels.
As panic spread at the camp ground, the leadership of the scheme hurriedly distributed posting letters to corps members to proceed to their places of primary assignments.

Police spokesperson for the state, George Okafor, who confirmed the development, said the camp ground was safe as no bomb device was found by the anti-bomb squad deployed to the orientation camp.

He disclosed that a cable was found which he said was being screened by the anti-bomb squad.
He added that security had been beefed up in camp ahead of the posting of another batch of corp members to the state.

The Chairman of NYSC governing board, who is also the Ebonyi State Commissioner for Sports, Charles Akpuenika, said he got a call from a security agency in the state alerting him on the bomb scare.

He said he immediately alerted Governor Dave Umahi who ordered that the terminal parade be called off.

Mr. Akpuenika said, “I got a call from a security agency in the state that briefed me on what was happening at the camp ground and the panic the bomb scare created among corps members”.
“I immediately placed a call to the Governor, he ordered that the terminal parade be called off. The governor is so interested in the safety of every Ebonyi indigene and visitors to the state. He would not desire that anybody be hurt and that was why it was called off.

“Actually, from the information I got from the security agency, a cable allegedly usually used to construct bomb was discovered by the security agency at the camp ground.

“The cable has been taken by the anti-bomb squad and I believe that they would be in a better position to inform us if the cable was actually intended to be used by some miscreants to construct bomb in the area.

“Ebonyi is a safe ground for visitors, there has never been any fear of terror attack in the state and we don’t hope to have one. People should feel free to come to the state and there security is assured.”

A Federal High Court in Lagos on Tuesday convicted nine foreign citizens for stealing 3,423.097 metric tons of crude oil from Nigeria.
Among the convicts were five Filipinos and four Bangladeshes.

They had been intercepted by the Nigerian Navy on March 27, 2015, while trying to export the stolen product loaded in their vessel, MT Asteris, out of the country.

On Tuesday, Justice Ibrahim Buba convicted them on four counts bordering on the crime and 
sentenced each of them to a jail term of five years with an option of N20m fine.

In handing down the sentence, Buba said he was satisfied that the Economic and Financial Crimes Commission, which prosecuted the convicts, proved its case beyond reasonable doubts.
“The case of the prosecution is as clear as the daylight,” the judge held, adding that the failure of the convicts to supply the evidence that they had lawful permit to deal in crude oil further strengthened the prosecution’s case.
The product was illegally sourced in Nigeria as “the Department of Petroleum Resources confirmed to the EFCC that MT Asteris was not licensed to deal with crude oil in Nigeria.”

The judge said it was the likes of the convicts that made Nigeria a laughing stock in the eyes of the world. Adding that it was not right for anyone to deprive the country the enjoyment of its natural resources through illegal means.

Buba said the court had the duty to send a strong signal to Nigerians and non-Nigerians alike that the country had laws and the laws were enforceable.
“It is not right for either Nigerians or foreign nationals to deny this country its God-given natural resources through illegal means. Accordingly, this court hereby sentenced each convict to five years term of imprisonment on count one with effect from March 27, 2015 with an option of N5m fine,” the judge held.
He also sentenced them to five years each on counts two, three and four or a fine of N5m on each count.

He said:
“All the sentences are to run concurrently, but not the option of fine. In addition, the vessel, MT Asteris, and the cargo on board are forfeited to the Federal Government of Nigeria.
“For purposes of clarity, each convict is to serve five years term of imprisonment with effect from 27 of March, 2015, or pay fines of N20m for all the four counts.”
The foreigners who were convicted and jailed are Axel Jabone, Zahirul Islam, Juanito Infantado, Suarin Alave and Gatila Gadayan.

Others are Islam Shahinul, Islam Rafiqul, Shaikh Nomany and Rolando Comendador.

15-year-old boy beats 26 year old neighbour to death



The police in Lagos have arrested a 15-year-old boy, Sodiq Isa, for allegedly beating his 26 year old neighbour, Johnson Adeboye, to death with a stick.
It was learnt that Adeboye had  complained that Sodiq was making a noise with a plate, Sodiq insulted the deceased which led to a fight and Sodiq allegedly beat the deceased to death with a stick.
The incident happened on December 5th on Townhall Street in the Amukoko area of Lagos. The suspect said Adeboye, a Keke Marwa (tricycle) driver had attacked him first.
He narrated:
“I was returning from Arabic school at about 5pm that day. The plate I used in taking food to school fell from my hands. I picked it up and went to a shop close by to clean it up.
“There was a table in front of the shop; so, I hit the plate on the table to remove the sand inside the plate. Johnson (Adeboye) was in front of the shop, and he told me that I was making a noise with it.
“I told him I was only trying to clean up the sand in the plate. He asked me if I was mad, that why should I be talking to him like that. I responded and told him I was not mad. He warned me that if I continued to talk back at him, he would beat me up. I ignored his threat and walked home.”
He added that the victim followed him home and continued the threat.
He said his grandma, who was at home at the time, asked him what the matter was.
“Johnson came from behind and started beating me. Some people around separated us and he left, but he returned some minutes later to assault me again.
“People separated us for the second time, but he went to call one of his friends. Both of them started assaulting me.
“It was at this point that I felt the urge to defend myself. I picked a stick on the ground and hit Johnson on the head. Immediately, he fell and became unconscious. Neighbours gathered and rushed him to the hospital. But it was too late as he was already dead,” he added.
The suspect, who said he wanted to be an Islamic cleric, begged for forgiveness, saying it was not his intention to kill the deceased.
 
Sodia has since been arrested by policemen from the Amukoko division but has been transferred to the State Department of Criminal Investigation, Yaba.
 
The Police Public Relations Officer, DSP Joe Offor, confirmed the incident. He said the  investigations were ongoing.

The Rivers State Police Command says it has arrested two notorious armed robbers who confessed to have been involved in series of armed robberies and kidnappings in Port Harcourt and environs.
The Police also said the suspected notorious robbers also confessed to the recent gruesome murder of late CSP Clifford Igwegbe, who until his death fortnight ago was the divisional police officer of Rumuokoro Division.

The command in a statement made available to DAILY POST named the arrested suspects as Prince Essien who is thirty years of age, twenty three year-old Hosanna Nse and twenty-seven year old Clever Idaminabor who is believed to be leader of the gang.

One of the robbers, according to the police was fatally wounded in the shootout that ensued when policemen raided their hideout at Location road, Ada George, Port Harcourt.
The command however said it recovered two AK 47 rifles, one assault rifle, one hundred and nineteen rounds of live ammunition and seven magazines.

The command further said it foiled a kidnap attempt on one Ken Livinus at Rukpokwu area of Obio-Akpor “and whisked him away in his Toyota Lexus jeep, teams of policemen quickly responded and pursued the fleeing kidnappers who were heading towards Aluu/Airport road and engaged them. The confrontation led to the safe rescue of the victim while four unidentified kidnappers were fatally wounded. The victim’s vehicle, a Golf Volkswagen car belonging to the kidnappers, three locally made pistols and twelve cartridges were recovered after the rescue operation.

“The Command appeals to the good people of Rivers State to remain hopeful, confident and trusting in the ability of the Command as we are poised to consolidate the gains of the current onslaught on criminals and their nefarious activities,” statement reads.

A three-man panel of judges struck out the appeal of Mathew Okorie, candidate of the All Progressives Congress (APC), challenging the judgment of the election petition tribunal upholding Akpabio’s election.

Six members of a family were abducted by Boko Haram members during a raid on Bam_Buratai village, the ancestral home of the Chief of Army Staff, Lt. Gen. Tukur Buratai on November 28th. The insurgents had stormed the village at about 10pm on the said night, shooting sporadically and abducting some people including many young girls.

An investigation into the alleged kidnapping led to the constitution of a 7-member fact-finding committee by the Borno state government. The committee led by member representing Biu State Constituency in Borno House of Assembly, Aliyu Kachallain, discovered that six members from the family of Pidigum Mohammed Pin­dar were those abducted.
“They include Mrs. Gambo Pidigum and Mrs. Hamsatu Pidigum, the first and sec­ond wives respectively, Hauwa’u Pi­digum, an 8 years old Pri­mary 3 schoolgirl, Abdul­lahi Pidigum, 2 years 6 months old boy, Ummi Pidigum, a year and 6 months old girl and Rabi Pidigum, a 6-month-old girl. There is no informa­tion about the whereabouts of the abducted members as at the time of compiling the report"the committee said in a report made available to newsmen today

Former Leader of Niger Delta militant group MEND, Asari Dokubo has asked the Buhari led government to hands off the state governorship election or risk the whole country going up in flames.

In a statement he released today December 7th, Asari accused the Federal government of trying to rig the state governorship election to install APC governorship candidate Timpreye Sylva, an action he described as against the will of the people. He stated that any action in this direction will lead to a crisis that will make Boko Haram be described as a child's play.

It appears the lingering fuel scarcity will soon come to an end as the Federal government has approved the release of N407.07 billion as subsidy payment to oil marketers. A statement from the Minister of Finance Kemi Adeosun released today, states that the money will be used to pay up subsidy arrears as well as pay up subsidy for the year 2015.

The General Overseer of the Redeemed Christian Church of God (RCCG), Pastor Enoch Adeboye says any member not in right standing with God in character and deeds should no longer give offerings in the church. 

Pastor Adeboye was speaking at the opening of the annual Holy Ghost Congress with the theme, “Floodgates of Heaven” at the Redemption Camp.

He said that anyone who is still living in sin and gives offering in the church is doing himself a disservice.

The annual December gathering of the Redeemed Christian Church Of God had taken off on a high note with singing and dancing but the General Overseer of the church wore a more serious look as he delivered his message, which was on loving God and getting rewards.

Pastor Adeboye said that the reason why the church, in spite of its wealth, still collects offering from members is in order to get them out of poverty as they are investing in heaven.

He then warned, “From today if you are not sure of your salvation don’t ever give when it is time for offerings in RCCG.”

The message has also been posted on the pastor’s Twitter handle.



The 18th annual congress is a week-long event which ends on December 12.

A 50-year-old man, Godwin Atang, yesterday lost N180,000 a to group of robbers popularly called ‘one chance’. Atang, who cried uncontrollably along the popular Murtala Mohammed Way in Calabar, Cross River State, said he had left his company, Iwansco Drinks Distribution Company at Mbukpa axis of Calabar South with N180,000 which he intended to deposit in a bank on the road.

The man said he boarded a taxi from Calabar South to the highway, but after he disembarked, he decided to check the money only to discover a pile of papers in the bag. He said:

“My name is Elder Godwin Atang and I work with Iwansco Drinks Distribution Company in Mbukpa. I had N180,000 which my director asked me to deposit at the bank here. The taxi driver who dropped me played a dirty trick on me by pretending to open the door for me only to touch me with his magic which has resulted in the whole money becoming papers in my hand.” The father of three said he had to take “a drop” to avoid either delay on the way or somebody sitting close to him.

He added: “I sat with the driver in front and there was no other person with us since I decided to take a drop to avoid delay on the road or somebody tampering with the money. I did not know that I entered a cab with a ‘magical’ driver who would eventually rob me of the entire money.

“When we got to this place (opposite the bank), he pretended to open the door for me so that his hand could touch me. He said there was a problem with the door and he alone understood how to open it. I allowed him not knowing that he just wanted to touch me so that the money would disappear.

I have been hearing about this kind of thing but this is the first time I am experiencing it.” When asked if he could identify the driver, Atang said; “I am not so sure I can identify him. While we were coming, he just kept looking at the side mirror and he was not really talking to me.

I just wanted to come and deposit the money and return to the office. As soon as he dropped me, he just sped away and immediately he left,it dawned on me to check the money only to discover the papers.” Atang, who cried like a baby after the discovery, attracted a crowd of people who gathered to sympathise with him.

Some policemen, however, went with him to his company to report the incident. The incident came barely 72 hours after the state Commandant of the Nigeria Security and Civil Defence Corps (NSCDC), Mr Clement Adewuyi, warned the public of the existence of a ‘one chance’ syndicate in the state.

 The Nigeria Police, Kogi State Command, yesterday, in Lokoja, paraded 21 suspected criminals, including a masquerade, kidnappers, armed robbers and others said to have been terrorising the people of the state in recent time.

Among those paraded was a ‘masquerade’ who during a  festival, stabbed one Ishak Yusuf to death.

The state Police Public Relations Officer, PPRO, Williams Aya, who paraded the suspects at command headquarters, said: The ‘masquerade’ (real name, Shaibu Musa) of Okene town in Okene Local Government Area of the state and eight others (now at large) conspired and in the disguise of celebrating Ekhechi masquerade festival brought out the Obiede masquerade to terrorise the people. In the process the ‘masquerade’ engaged the deceased in a fight and stabbed him to death.”

Aya, however, said although the suspect denied taking part in the fight during which the deceased was killed, he admitted that on the said date, himself with his colleagues attended the Obiedu masquerade festival at 11p.m.

Also paraded were three suspects, Lawal Jale, Abubakar Isah and Haruna Iliyasu, for attempting to kidnap a brother to one of the suspects. He said: “Jale of Fulani Camp, Obajana invited his friends from Katsina State to kidnap and assassinate his brother, Mu’azu Yahaya. They were arrested in the process of carrying out the act.”

Another suspect, Aliu Umar, was arrested in connection with the kidnapping of Usman Waziri of Fulani Camp, Ogale in Ijumu Local Government Area of the state in July.

Aya said after kidnapping the victim, they demanded for N1 million ransom and subsequently released him after the payment of the ransom. “The men of the Special Anti Robbery Squad, SARS, however, arrested Umar in Isua-Akoko, Ondo State following the complaints by the victim,” he added.

Rapid Respnse Squad arrests 4 suspects, recover 6 bags of Indian hemp

The Lagos State Rapid Response Squad, RRS, paraded four men found with Indian hemp yesterday.
The leader of the RRS team, Inspector Adeniba Olorunshola, told journalists that his team acted on a tip off and after two weeks of surveillance stormed the hideout known for the sale of Indian hemp in Oyingbo area on Sunday.

Olorunshola said that six bags of Indian hemp were recovered from the suspects in the hideout which had underground escape tunnels.
He said that four suspected Indian Hemp sellers were apprehended but that the main suspect, a man popularly known as “Aroso” escaped. But that the manhunt for him is still ongoing.

He said that the suspects would be handed over to the NDLEA after investigations had been concluded.

OLEH—SUSPECTED Fulani herdsmen, weekend, kidnapped three building contractors at Amorji, a suburb Onicha-Ukwani community, Ndokwa West Local Government Area, Delta State.
Though the names of those kidnapped could not be ascertained at press time, Vanguard gathered that they were abducted while working at a fenced site in the community.

“According to an eye witness, it was these Fulani herdsmen that kidnapped these persons who were doing their job and took them hostage,” an indigene of the community, Joe Ossai, said.

He said: “For some time now, these herdsmen have occupied almost all the communities in Onicha-Ukwani, particularly Amorji and driven the people out of the village.

“My people are seriously hungry because there is no food for them to eat, the easy access road to Kwale had been taken over by Fulani herdsmen. The worst part of it all is that they went ahead and brought their families to be feeding from the communities’ crops they invaded.”

Also speaking on the development, President of Anti-Cult, Ndokwa nation, Mr. Austin Emu, said: “They have been communicating for ransom, but we do not know if they are purely Fulani herdsmen or if our people are also so involved.”

Contacted, the Police Public Relations Officer the Delta State command, Celestina Kalu said the police was on top of the matter.

A man of God in Kenya, Pastor Paul Sanyangore , has caused another stir in that country after he blessed condoms for his church members during a service, reports Nehanda Radio.

According to the reports, there was almost a stampede as church members , both married and singles, rushed to get the anointed condoms from the Pastor who is regarded as one of the most controversial in the East African country.

Justifying his actions, Pastor Sanyangore was said to have told reporters that a woman brought the condoms for him to anoint so she could use with her husband who had abandoned her for two years and only went back to her few days earlier.

“I prophesied to a certain woman that her husband would return two years after his mysterious disappearance. I am not sure but during the week, the husband called her telling her he would come back home.

She came to church and during prayer time, she took the condoms out and handed them to my assistant asking if they were okay to use when her husband returns.

I saw nothing wrong in her using them with her husband after two years of absence. Who knows what he was doing there so it is better to be safe.

When I prayed for the condoms, some women came out and wanted to have them.”

Surely the end of time is at hand.

The Independent National Electoral Commission, INEC, has declared the December 5th governorship election in Bayelsa state inconclusive following the cancellation of the voting in Southern Ijaw local government area of Bayelsa State.

The electoral body decided to cancel the election in this particular Local government area because ‎of violence, abduction of electoral officials and ballot box snatching during the election. A new date for a rerun is yet to be announced by INEC.

A widow, Mrs. Oluchi Emeka who lost goods worth over N500,000 to a fire that razed her provision shop in Umuahia has appealed to good natured Nigerians to come to her aid.
She said that she heard some noise at about 1 a.m but didn't think anything of it at first because she thought the noise was coming from her neighbour’s house but when the noise persisted, she opened her window and discovered that her shop was on fire.
